Alot of punk bands have short songs and what society considers bad vocals. Listen to the Misfits: really short songs and Glen Danzig is high or drunk (I can't tell) most of the time he is singing. They are still the most influential, and my personal favorite, punk band ever. Operation Ivy may have the same predicament, but that doesn't make them suck.

pff,nobody founded punk rock, punk rock just evolved I'm sure there were plenty of bands other than the really popular ones of the time (the pistols,ramones etc) that played more punk-like music. I think the evolution of punk probably started with Johnny Cash, not to say that he was a punker, but he was definitely the single-celled organism that would one day mutate into punk rock.
