Its a vague and subjective thing, but Germany is often considered north european (Prussia is, at least); my own island is in the North Sea and is one of the most vicious countries in history; and the vikings were of course Scandinavian. You also have to consider how much distance distorts - we easily call all americans "yanks", why should we be surprised if all europeans are nazis and barbarians when comedic effect demands it?
